9   TexShare Rulemaking Discussion:  Coby Condrey facilitated a
discussion among board members, strategic partners, working group
chairs, and others attending the meeting.
 
The group brainstormed a list of library types that may be candidates
for expansion. Using this as a basis, the group addressed the question
of basic principles that should guide the process of TexShare expansion.
The advisory board reached consensus that:
A.      In order to be a TexShare member, a library should
·   Be credentialed, accredited, or able to show evidence that it has
adequate resources to be a contributing member of the consortium
·   Be part of a defined group of libraries that have common interests
·   Have successfully completed a *provisional* period 
·   Bring an adequate, sustainable source of funding 
·   Participate in more than just the database program
·   Through its participation, enhance services to consortium members
B.     An affiliated member should pay its own way, including
administrative costs. TexSelect-type services could be more open to
affiliate members than core database services.
C.     The TexShare Advisory Board organization and composition should
be defined broadly, using the language of the statute.
D.     The process for attaining TexShare membership should include an
application process with screening by TSLAC staff and representatives of
the current membership.
 
There was a great deal of discussion revolving around the issue of
potential for-profit libraries being added to the consortium membership.
The group especially expressed a great deal of concern about the
potential impact to the costs of database subscriptions. TSLAC staff was
asked to research how other consortia address inclusion of for-profit
libraries and report back at the next advisory board meeting.
